Can I wire a SPST toggle switch extension cord?

Yes work the switch, but be very careful. The switch should be installed in any type of housing. You do not want the switch contacts are exposed in any way, because if they can be live. It would be much easier and safer to just go and get a cheap Power strip with switch and plug the extension cord into it.
